The post holder will act using their own initiative, as an Estates Team Manager, responsible for the management of a comprehensive maintenance service to include property maintenance, equipment maintenance, grounds and gardens maintenance and the efficient use of all utilities.

Main duties of the job
The Post holder will deputise for the Operational Estates Manager in their absence, and manage the routine and/or non-routine fault diagnosis, repair, maintenance and operation of a wide range of complex building services and systems across the whole range of Buildings and equipment maintained by the Trust.
They will also perform a range of technical measurements and adjustments, inputting and manipulation of data on computer based systems, liaising as necessary with Trust Management, Nursing, other support staff, and contractors to ensure optimal operation of all building services, plant and equipment

Acute care is provided at Southport and Formby District General Hospital and Ormskirk District General Hospital. This includes adults’ and children’s accident and emergency services, intensive care and a range of medical and surgical specialities. Women’s and children’s services, including maternity, are provided at Ormskirk hospital.
The North West Regional Spinal Injuries Centre at Southport hospital provides specialist care for spinal patients from across the North West, North Wales and the Isle of Man.
The Trust also provides sexual health services for the Metropolitan Borough of Sefton.
Detailed job description and main responsibilities
1.1 To assist in managing the maintenance budget and deliver a balanced outcome through efficient use of resources for the area of responsibility
1.2 Manage all directly employed staff including:-
1.3 Manage all external service Contractors who provide maintenance services to the sites
1.4 Ensure compliance with all Contractual / Statutory/Mandatory undertakings associated with delivery of a comprehensive maintenance service
1.5 Assist in managing the maintenance service to ensure it achieves a level of quality acceptable to the users of the service within the delegated financial constraints including service level agreements held with other external bodies/partner organisations.
1.6 Liaise with Trust management, Nursing personnel, Support personnel, Statutory bodies and specialist contractors to advise on the best course of action to be taken in situations as they arise and carry out recommendations as necessary.
1.7 Follow and ensure compliance with all Trust Procedures and policies including Health and Safety and Risk management
1.8 Assist to deliver financial targets as defined by the Head of Hard FM.
1.9 Carry out risk assessments for work carried out by self and other estates personnel.
1.10 Participate in the Estates Management on call system, taking the appropriate action in the event of a call, and escalating situations to more senior managers as necessary.
1.11 Completion weekly and monthly staff variation lists (SVL)
1.12 To ensure compliance to all Trust Risk Management,
Research Governance and Infection Control policies and abide by the Standards for ‘Better Health’
1.13 Abide by relevant Code of Professional Practice’
2.1 Ensure compliance with relevant Trust quality initiatives and all operational policies and procedures
2.2 Monitor and control expenditure on materials
2.3 Monitor and control expenditure on staffing
2.4 Monitor and control expenditure on contractors
2.5 Manage health and safety issues on a day to day basis and ensure the satisfactory provision of linked:-
Planned Preventative Maintenance tasks
Activity risk assessments
Workplace risk assessments
2.6 Ensure that consistent standards are achieved on all sites by working closely with other Estates Managers by developing more efficient working practices. The post holder shall co-operate fully on the temporary transfer of staff as necessary between sites for the benefit of the organisation.
2.7 Lead and communicate relevant knowledge to other Estates Team Managers, All Trades personnel, support staff and contractors as necessary
2.8 Carry out a priority assessment of workload and allocate tasks according to priority
Building and Engineering
3.1 Manage the installation, repair, service, and calibration work on a wide range of complex, mechanical, electrical and electronic equipment, building services and plant in accordance with relevant Health Technical Memoranda (HTM), Water Bylaws, British Standards, Codes of Practice, and legislation
3.2 Actively participate in the management and operation of a planned preventative maintenance system
4.1 The post holder shall liaise with patients, nursing staff, Trust management, contractors and other support staff to ascertain the extent of problems, and priority.
4.2 Carry a radio or similar communication device as and when required
5.1 Ensure effective use of human resources.
5.2 Create an environment for staff to develop both individually and as a team.
5.3 Identify training needs and facilitate / organise appropriate training delivery to meet the needs of the team.
5.4 Establish and agree objectives for all junior staff and monitor performance against these objectives
5.5 The post holder will undertake specialist mandatory equipment training to enable the Trust to meet its obligations under its policies and legislation
5.6 Update knowledge of new techniques/equipment as necessary
5.7 The post holder will also cascade train other members of estates staff, as and when necessary
5.8 Undertake appropriate mandatory training in infection control and comply with all Trust Infection Control policies relevant to the post, particularly with regard to the hand hygiene policy
6.1 Act as Authorised Person (If nominated) for - Medical Gases, High/low voltage, Ventilation etc. as defined under HTM 00
6.2 Act as Responsible officer (If nominated) etc. for any other building service as may be appropriate with sufficient training if necessary.
6.3 Act as Maintenance Person (If nominated) for - Sterilizers and Washer disinfectors.
6.3 Preparation of specifications and drawings as required by Head of Hard FM.
6.4 Act as Contract Administrator as required by Facilities Manager (Tech. Services). Including the project management/commissioning of capital projects from design through to completion.
6.5 Establish operate and develop a comprehensive Planned Preventative Maintenance system to match the needs of the service.
6.6 Operate and participate in a 24 hour emergency service for all maintenance services covering all properties maintained by the Trust, driving to the required sites as necessary
6.7 Ensure all statutory insurance documentation is in place and that all inspections are undertaken at the required intervals
6.8 Participate in the operation of a comprehensive facilities management helpdesk system.
7.1 The Estates Team Manager will be based at either Ormskirk or Southport but will be expected to work from any base to match the demands of the service.
8.1 HNC/Degree or equivalent in a relevant discipline
8.2 The post holder should preferably have served a Mechanical / Electrical apprenticeship and have at least 5 years relevant experience.
8.3 Appropriate training will be given as necessary to the requirements of the role.
9.1 To abide by the relevant Codes of Professional Practice if applicable and NHS Codes of Conduct.
9.2 It is a requirement of employment within Southport and Ormskirk Hospital Trust that all staff must comply with the obligation of confidentiality to person identifiable information. The Data Protection Act 1998 safeguards the handling of information held in both electronic and manual filing systems and it is the duty of all staff employed by the trust to uphold the principles of the Act.
9.3 Any employee disclosing confidential/patient records or information to any unauthorised person or persons will render the employee subject to disciplinary action.

9.5 All employees are required by Section 7 of the Health and Safety at Work Act (1974) to take reasonable care of their own health and safety and that of others who may be affected by their acts or omissions.
9.6 All staff employed by Trust must adhere to the standards of record keeping outlined in the Records Management Policy and guidance documents.
9.7 To ensure compliance with all Trust Risk Management, Research Governance and Infection Control Policies and Procedures and abide by the Essential Standards of quality and safety.
9.8 Undertake appropriate Induction and Mandatory training, including infection control and comply with all Trust Infection Control policies relevant to the post, particularly with regard to the hand hygiene policy. To remind and challenge colleagues of their Infection Prevention and Control responsibilities if there is a potential or actual breach of policy.
9.9 It is incumbent on the post holder to continually update his/her professional awareness and carry out other duties deemed appropriate to the grade of the post.
9.10 The post holder is required to take all reasonable measures in relation to their health and well-being.
